Milwaukee Judge’s Arrest by Federal Agents Raises Legal Community Concerns

Wisconsin attorneys are voicing serious concerns following the arrest of Milwaukee County Circuit Court Judge Hannah Dugan by federal agents, arguing the situation will negatively impact the state’s judicial system.

The controversy began when Immigration and Customs Enforcement, Drug Enforcement Agency, and FBI agents arrived at the Milwaukee County Courthouse with an administrative warrant—not signed by a judge and lacking authority to enter private spaces—to arrest Eduardo Flores-Ruiz, a 30-year-old Mexican immigrant facing misdemeanor battery charges scheduled to appear in Judge Dugan’s courtroom.

While federal agents waited in the hallway, Judge Dugan allegedly directed Flores-Ruiz and his attorney to use a side door exiting to the same public hallway. One agent reportedly rode the same elevator as Flores-Ruiz and his lawyer. After allowing Flores-Ruiz to leave the building, agents arrested him on the street.

FBI agents subsequently returned to the courthouse to arrest Judge Dugan, who now faces felony charges of obstructing justice and harboring an individual.
